I have the same problem. I installed the server on a Ubuntu Server 16.04, version 2.2.1 it is NGOCS and I have downloaded the Windows agent in version 2.1.1.3.
I have tried every possible connection, I refer to the URL of my server. In the end, after many trials, he has given me the following report:

Hi msanjuan

This url (http://192.168.1.15) is not correct. You must have http://192.168.1.15/ocsinventory. So change it in ocsinventory.ini file and relaunch an inventory.
