504 Gateway Timeout when adding new user

I'm trying to create a new user because the application's super admin performance is terrible (why is that?), but everytime I try and browse to /ocsreports/index.php?function=admin_add_user I get a gateway timeout.

It appears as though if you're in an offline environment having the option "See warning messages of the GUI" enabled for the sadmin profile, or any profile for that matter causes extreme lag because of queries to external websites. My recommendation is to turn this off until OCS implements a way to toggle the external queries off, or gives us the option to proxy them
