How to use cron_ipdiscover.php ?

I wanted to know more about the cron_ipdiscover.php script.

This script does the same as the command "perl ipdiscover-util.pl -network=192.168.1.0/24 -scantype=ping" ?

I manually ran "/usr/bin/php cron_ipdiscover.php" but didn't notice any difference.
