Why does OCS-agent 2.1.1.1 generate an OCS-file with chinese-signs instead of XML?

Hello,

when I run the ocs-agent for Windows under Windows 7 Pro SP1 32bit via command line (I don't want to install it) like

"OCS-NG-Windows-Agent-Setup.exe /s /no_service /no_systray /local=c:"

in order to generate an ocs-file, an ocs-file is generated, but the content of it is not xml and also not a *.zip archive with a wrong file-type. The content of the ocs-file is chinese. What is wrong? Something with the encoding?

It changes also not with further parameters like

"/agent_work_dir=<dir> /agent_xml /agent_hkcu"

NE ideas?
