How to prevent the user to update to "SYSTEM"?

Is there any way to not update user when no user are log into the system?
Is there any historic list of users connected? I just need to know who was the last people to use the computer.

The software version is 2.3.1.1 and the operating system is Windows 7.

with glpi you can keep the history of logged on users
